Elliott Abrams (born January 24, 1948) is a former Americandiplomat, lawyer and political scientist who served in foreign policy positions for U.S. Presidents, Ronald Reagan and George W. Bush.[7] Abrams was convicted for withholding information from Congress about the Iran-Contra affair while serving for Reagan, but pardoned by President George H. W. Bush.[8]
He is currently a senior fellow for Middle Eastern studies at the Council on Foreign Relations.[9] Additionally, Abrams holds positions on the Committee for Peace and Security in the Gulf (CPSG), Center for Security Policy & National Secretary Advisory Council, Committee for a Free Lebanon, and the Project for the New American Century.[10]...
...When Congress shut down funding for the Contras' efforts to overthrow Nicaragua's Sandinista government with the 1982 Boland Amendment, members of the Reagan administration began looking for other avenues for funding the group.[23] Congress opened a couple of such avenues when it modified the Boland Amendment for fiscal year 1986 by approving $27 million in direct aid to the Contras and allowing the administration to legally solicit funds for the Contras from foreign governments.[24] Neither the direct aid, nor any foreign contributions, could be used to purchase weapons.[24] Guided by the new provisions of the modified Boland Amendment, Abrams flew to London in August 1986 and met secretly with Bruneian defense minister General Ibnu to solicit a $10-million contribution from the Sultan of Brunei.[25][26] Ultimately, the Contras never received this money because a clerical error in Oliver North's office (a mistyped account number) sent the Bruneian money to the wrong Swiss bank account.[25]...
...During investigation of the Iran-Contra Affair, Lawrence Walsh, the Independent Counsel tasked with investigating the case, prepared multiple felony counts against Abrams but never indicted him.[25] Instead, Abrams cooperated with Walsh and entered into a plea agreement wherein he pled guilty to two misdemeanors of withholding information from Congress.[27] He was sentenced to a $50 fine, probation for two years, and 100 hours of community service. However, Abrams was pardoned by President George H. W. Bush, in December 1992 (as he was leaving office following his loss in that year in the U.S. presidential election)....

George H.W. Bush pays a call on the CIA
“He is credited with restoring focus and boosting morale in the institution, and he remains one of the most beloved Directors in the agency’s history,” the CIA stated in a historic overview. “Although Bush’s tenure was short, it was a meaningful and helpful ‘calm between the storms’ for the Agency in the 1970s. He saw the integrity of a badly-bruised CIA when many in the public and even the government could not.”
Mr. Bush arrived at the CIA back in the day with an impressive resume. He had previously served as a Texas congressman, Republican National Committee chairman, Ambassador to the UN, and Special Envoy to China. He already had some empathy, however, for the CIA.
“One of my continuing concerns has been that with the prevailing sensationalism in stories about the Central Intelligence Agency, much of the essential work of that agency - work that is vital to our national defense and or national interests - has been largely ignored,” Mr. Bush once said in a 1977 speech.
His return this week was marked with good cheer, and a quiet moment before the CIA Memorial Wall marked with 111 plain stars, each representing a fallen CIA officer. The gathering also celebrated the launch of the newly-created George H.W. Bush Intelligence Officer awards, granted to CIA officers who “deliver on mission” and “deepen tradecraft,” among many other things....

How Private Contractors Have Created a Shadow NSA
About a year ago, I wangled a media invitation to a “leadership dinner” in northern Virginia sponsored by the Intelligence and National Security Alliance. INSA is a powerful but little-known coalition established in 2005 by companies working for the National Security Agency. In recent years, it has become the premier organization for the men and women who run the massive cyberintelligence-industrial complex that encircles Washington, DC.
The keynote speaker was Matthew Olsen, who was then the director of the National Counterterrorism Center (NCTC). He used his talk to bolster the morale of his colleagues, which had recently been stung by the public backlash against the NSA’s massive surveillance programs, the extent of which was still com-ing to light in the steady release of Edward Snowden’s huge trove of documents. “NSA is a national treasure,” Olsen declared. “Our national security depends on NSA’s continued capacity to collect this kind of information.” There was loud, sustained applause.
One of those clapping was a former Navy SEAL named Melchior Baltazar, the CEO of an up-and-coming company called SDL Government. Its niche, an eager young flack explained, is providing software that military agencies can use to translate hundreds of thousands of Twitter and Facebook postings into English and then search them rapidly for potential clues to terrorist plots or cybercrime.
It sounded like the ideal tool for the NSA. Just a few months earlier, Snowden had leaked documents revealing a secret program called PRISM, which gave the NSA direct access to the servers of tech firms, including Facebook and Google. He had also revealed that the NSA and its British counterpart, the GCHQ, had special units focused on cracking encryption codes for social media globally...

Singlaub wrote Oliver North expressing concern about Félix Rodríguez's daily contact with the Bush office and warned of damage to President Ronald Reagan and the US Republican Party. The Walsh Report (Chapter 25) states that M. Charles Hill took notes at a meeting between George Shultz and Elliott Abrams on 16 October 1986, as follows:
"Felix Rodriguez [sic] – Bush did know him from CIA days. FR [Rodriguez] is ex-CIA. In El Salv[ador] he goes around to bars saying he is buddy of Bush. A y[ea]r ago Pdx [Poindexter] & Ollie [North] told VP staff stop protecting FR as a friend – we want to get rid of him from his involvnt [sic] w[ith] private ops. Nothing was done so he still is there shooting his mouth off."[8](brackets are in the original)...

During one session Kerry accused him of soliciting a $10 million donation from the Colombian cocaine cartel. The story had originally come from Ramón Milian Rodríguez, a convicted money launderer from Colombia. Rodríguez referred to Kerry as "a liar and self-promoter" and said he "should not be President." In 1976, more than a decade after the assassination of President John F. Kennedy, a letter arrived at the CIA, addressed to its director, the Hon. George Bush. The letter was from a desperate-sounding man in Dallas, who spoke regretfully of having been indiscreet in talking about Lee Harvey Oswald and begged Poppy for help:
Maybe you will be able to bring a solution into the hopeless situation I find myself in. My wife and I find ourselves surrounded by some vigilantes; our phone bugged; and we are being followed everywhere. Either FBI is involved in this or they do not want to accept my complaints. We are driven to insanity by this situation . . . tried to write, stupidly and unsuccessfully, about Lee H. Oswald and must have angered a lot of people . . . Could you do something to remove this net around us? This will be my last request for help and I will not annoy you anymore.

Prosecutor: Reagan, Bush not criminally liable
WASHINGTON (AP) — One of the prosecutors who investigated the Iran-Contra affair concluded two decades ago that neither Ronald Reagan nor George H.W. Bush was criminally liable in the scandal that tarnished the presidencies of both men, according to reports made public Friday.
Associate independent counsel Christian Mixter reached that conclusion in 1991 even though he found that President Reagan was briefed in advance about every weapons shipment sold to Iran in the arms-for-hostages deals in 1985-86. In a separate report on Bush, Mixter wrote that the then-vice president was chairman of a committee that recommended mining the harbors of Nicaragua in 1983.
Mixter's reports were obtained through a Freedom of Information Act request from the National Security Archive, a nonprofit research group, which released them on the 25th anniversary of the Iran-Contra scandal. At a Nov. 25, 1986, White House news conference, Reagan and then-Attorney General Edwin Meese disclosed that money from the arms sales to Iran had been diverted to the Contra guerrillas fighting the leftist government of Nicaragua after Congress had cut off military aid to the rebels.
