Creating an International Islamist Army: Casey, BCCI, and the Creation of al-Qaeda
The other most significant case in which the CIA became a front for sanctioned violence was CIA Director William Casey’s use of the CIA in the 1980s to promote his own plans for Afghanistan. Casey’s Afghan initiatives aroused the concern of the CIA’s professional operatives and analysts, including his deputy directors, Bobby Ray Inman and John McMahon.(35) But this did not deter Casey from making high-level decisions about the Afghan campaign outside regular channels when meeting in secret with foreigners.
One man Casey dealt with in this fashion was Agha Hasan Abedi, a close adviser to General Zia of Pakistan and, more important, the head of the Bank of Credit and Commerce International (BCCI):
Abedi helped arrange Casey’s sojourns in Islamabad and met with the CIA director during visits to Washington. Typically, Abedi would stay in a hotel and Casey would go to his suite. The two men, who met intermittently over a three-year period, would spend hours talking about the war in Afghanistan, the Iran-Contra arms trades, Pakistani politics, and the situation in the Persian Gulf. (36)
Members of Senator John Kerry’s staff, who investigated this relationship, concluded that Casey in his dealings with Abedi may have been acting not as CIA director but as an adviser to President Reagan, so that his actions were“undocumented, fully deniable, and effectively irretrievable.” (37) (Casey’s dealings with BCCI may not have been at arm’s length: the weapons pipeline to Afghanistan allegedly involved funding through a BCCI affiliate in Oman, in which Casey’s close friend and business associate Bruce Rappaport had a financial interest. (38)
Unquestionably BCCI offered Casey an opportunity to conduct off-the-books operations, such as the Iran-Contra arms deal, in which BCCI was intimately involved. But the largest of these operations by far was the support to the Afghan mujahideen resistance against the Soviet invaders, where once again BCCI played a major role. Casey repeatedly held similar meetings with General Zia in Pakistan — arranged by Abedi (39)— and with Saudi intelligence chiefs Kamal Adham and Prince Turki al-Faisal (both BCCI shareholders)...

To many, the anecdote described below will sound far-fetched, and logical minds may suspect that the Vietnam vet in the story created the “incident” himself.
But as those who lived through that period may remember, representatives of the covert side of government did far worse — and often. Infiltration, intimidation, framing, and more were all part of the arsenal against the “disloyal.” No method was deemed too severe.
Today, we may find ourselves in a comparable period. Incidents covered by WhoWhatWhy such as the fiery death of journalist Michael Hastings and the open statements that Edward Snowden should be assassinated remind us to take nothing for granted. It reminds us that, too often, it is not the wild-sounding that is the fiction — but the constant assurances that everything is a-ok, that our society operates on fundamental decency, and that we need to stay focused on the small things and leave the big problems to others.
Below, Scott describes that phenomenon as “a great conspiracy/of organized denial.”
Seeking to reverse this organized denial, Scott, in the book introduction that follows, posits — based on his decades of research — powerful connections between militarism, vast illegal drug operations, and America’s intelligence agencies. Sound far-fetched? So does much of history itself.

DEEP HISTORY AND THE GLOBAL DRUG CONNECTION, PART 2: MURDER ON THE STREETS OF WASHINGTON
A serious manifestation of sanctioned violence – or, if you will, of a mysterious deep force – was the 1976 assassination of former Chilean diplomat Orlando Letelier on the streets of Washington. This was a covertly arranged deep event, an event in which key facts were certain from the outset to be suppressed, an event that mainstream information systems failed to discuss candidly, and an event that earned for those few scholars who have studied it the derisive label of “conspiracy theorists.”
In the nearly 40 years since, some basic facts about the Letelier assassination have slowly come to light. Those facts are, for the most part, no longer contested.
It is now known that Letelier was killed on orders from the Chilean intelligence agency DINA, with the aid of a supranational collaborative assassination apparatus, Operation Condor, which the CIA helped to create.(14)
We shall look more closely at Condor and its drug connections in this book. What is particularly relevant here is that DINA, Condor, and the Cuban Americans who were involved in Letelier’s assassination were all also involved in drug trafficking.

When John F. Kennedy was assassinated on November 22, 1963, the United States lost more than its president. It lost its innocence. The subsequent investigations into the young president’s killing raised more questions than they answered — and caused Americans to lose faith in their government. Indeed, for many people in the US and across the world, the assassination marked the point at which their fundamental perceptions changed.
Just after the Warren Commission released its report on the assassination, the level of public trust in government was at 77 percent. A decade later it had plummeted to less than half that (36 percent).
Kennedy’s death and the circumstances surrounding it gave birth to a movement. This movement, composed of all kinds of people, is dedicated to investigating the story behind the story, to exposing the power networks hidden beneath surface events. These machinations have been dubbed “Deep Politics.” Those who study it believe there is much more to national and world events than what the public is told by government officials and evening newscasters — and, as you will see, Peter Dale Scott proves it.

In the first camp are those who argue, that the history of a major power is determined by large social forces; thus the accident of an assassination, even if conspiratorial, is not an event altering history.
At the other end of the spectrum are those who talk of an Invisible Government or Secret Team, who believe that surface events and institutions are continuously manipulated by unseen forces. For these people the assassination exemplifies the operation of fundamental historical forces, not a disruption of them.
For years I have attempted to formulate a third or middle position. To do so I have relied on distinctions formulated partly in neologisms or invented terms. Over forty years ago I postulated that our overt political processes were at times seriously contaminated by manipulative covert politics or parapolitics, which I then defined as “a system or practice of politics in which accountability is consciously diminished.”[1]...

The Hidden Government Group Linking JFK, Watergate, Iran-Contra and 9/11

For some time now, I have been analyzing American history in the light of what I have called structural deep events: events, like the JFK assassination, the Watergate break-in, Iran-Contra, or 9/11, which repeatedly involve law-breaking or violence, are mysterious to begin with, are embedded in ongoing covert processes, have political consequences that enlarge covert government, and are subsequently covered up by systematic falsifications in the mainstream media and internal government records.
The more I study these deep events, the more I see suggestive similarities between them, increasing the possibility that they are not unrelated external intrusions on American history, but parts of an endemic process, sharing to some degree or other a common source.
For example, one factor linking Dallas, Watergate, Iran-Contra, and 9/11, has been the involvement in all four deep events of personnel involved in America’s highest-level emergency planning, known since the 1950s as Continuity of Government (COG) planning, or more colloquially inside the Pentagon as “the Doomsday Project.” A few of these actors may have been located at the top, as overseers of the secret COG system. Others – including some I shall talk about today – were located further down in its secret communications network.
I see this planning group as one among many in what I have chosen to call the American deep state, along with agencies like the CIA and NSA, the private groups like Booz Allen Hamilton to which more than half of the US intelligence budget is outsourced, and finally the powerful banks and corporations whose views are well represented in the CIA and NSA. But if only one group among many, the COG planning group is also special, because of its control of and access to a communications channel, not under government control, that can reach deeply into the US social structure. The Deep State Hiding in Plain Sight
Mike Lofgren, a congressional staff member for 28 years, joins Bill Moyers to talk about what he calls Washington's "Deep State," in which elected and unelected figures collude to protect and serve powerful vested interests. “It is how we had deregulation, financialization of the economy, the Wall Street bust, the erosion or our civil liberties and perpetual war," Lofgren tells Moyers.

The deep state (Turkish: derin devlet) is alleged to be a group of influential anti-democratic coalitions within the Turkishpolitical system, composed of high-level elements within the intelligence services (domestic and foreign), Turkish military, security, judiciary, and mafia.[1][2] The notion of deep state is similar to that of a "state within the state". For those who believe in its existence, the political agenda of the deep state involves an allegiance to nationalism, corporatism, and state interests. Violence and other means of pressure have historically been employed in a largely covert manner to manipulate political and economic elites and ensure specific interests are met within the seemingly democratic framework of the political landscape.[3][4] Former president Süleyman Demirel says that the outlook and behavior of the (predominantly military) elites who constitute the deep state, and work to uphold national interests, are shaped by an entrenched belief, dating to the fall of the Ottoman Empire, that the country is always "on the brink".[5]
The ideology of the deep state is seen by leftists as being anti-worker or ultra-nationalist; by Islamists as being anti-Islamic and secularist; by ethnic Kurds as being anti-Kurdish, and by liberal democrats as anti-democratic and anti-liberal.[6] As pointed out by former prime minister Bülent Ecevit, the diversity of opinion reflects a disagreement over what constitutes the deep state.[7] One explanation is that the "deep state" is not an alliance, but the sum of several groups that antagonistically work behind the scenes, each in pursuit of its own agenda.[8][9][10] Another explanation refutes the reduction of the deep state to an interest network and defines it as a type of domination based on the high military autonomy levels that enable the security apparatus to disrupt formal democratic institutions (in the foreground) by employing a sui generis repertoire of informal institutions (in the background),i.e. putsch threat, autocratic cliques, mafia, organized crime and corruption.[11] Rumours of the deep state have been widespread in Turkey since Ecevit's term as prime minister in the 1970s, after his revelation of the existence of a Turkish branch of Operation Gladio, the "Counter-Guerrilla".[12][13]
