Canadian diplomat in Cuba also suffered hearing loss

WASHINGTON — The Canadian government said Thursday that at least one Canadian diplomat in Cuba also has been treated for hearing loss following disclosures that a group of American diplomats in Havana suffered severe hearing loss that U.S. officials believe was caused by an advanced sonic device.

Global Affairs Canada spokeswoman Brianne Maxwell said Canadian officials “are aware of unusual symptoms affecting Canadian and US diplomatic personnel and their families in Havana. The government is actively working — including with US and Cuban authorities - to ascertain the cause.”

Maxwell added that officials don’t have any reason to believe Canadian tourists and other visitors could be affected.

Canada helped broker talks between Cuba and the United States that led to restored diplomatic relations.

In the fall of 2016, a series of U.S. diplomats began suffering unexplained losses of hearing, according to officials with knowledge of the investigation into the case. Operation CHAOS or Operation MHCHAOS was the code name for an American domestic espionage project conducted by the Central Intelligence Agency. A department within the CIA was established in 1967 on orders from President of the United States Lyndon B. Johnson and later expanded under President Richard Nixon. The operation was launched under Director of Central Intelligence (DCI) Richard Helms, by chief of counterintelligence, James Jesus Angleton, and headed by Richard Ober. The program's goal was to unmask possible foreign influences on the student antiwar movement. The "MH" designation is to signify the program had a worldwide area of operations.

The CIA began domestic recruiting operations in 1959 in the process of finding Cuban exiles they could use in the campaign against communist Cuba and Fidel Castro. As these operations expanded, the CIA formed a Domestic Operations Division in 1964. In 1965, President Lyndon Johnson asked CIA to begin its own investigation into domestic dissent—independent of the FBI's ongoing COINTELPRO.

The CIA developed numerous operations targeting domestic dissent, many operating under the CIA's Office of Security. These included:

* HTLINGUAL - Directed at letters passing between the United States and the then Soviet Union, the program involved the examination of correspondence to and from individuals or organizations placed on a watchlist.
* Project 2 - Directed at infiltration of foreign intelligence targets by agents posing as dissident sympathizers and which, like CHAOS, had placed agents within domestic radical organizations for the purposes of training and establishment of dissident credentials.
* Project MERRIMAC - Designed to infiltrate domestic antiwar and radical organizations thought to pose a threat to security of CIA property and personnel.
* Project RESISTANCE - Worked with college administrators, campus security and local police to identify anti-war activists and political dissidents without any infiltration taking place
* Domestic Contact Service - Focused on collecting foreign intelligence from willing Americans.

Following the revelations by the Rockefeller Commission, then-DCI George H. W. Bush admitted that "the operation in practice resulted in some improper accumulation of material on legitimate domestic activities."

Mossack was born in Fürth, Bavaria, Germany on 20 March 1948.[1] His father Erhard Mossack was a Rottenführer (senior corporal) in the Waffen-SS, the armed wing of the Nazi Party's Schutzstaffel, during World War II. According to U.S. intelligence files, he offered to spy for the Americans. His father moved to Panama with his family in the early 1960s, where he offered his services to the Central Intelligence Agency (CIA), spying on Communist activity in nearby Cuba.[2][3] In 2016, Germany's Federal Intelligence Service, when contacted by journalists, said they had documents relating to Erhard Mossack but would not share any information, owing to possible security risks.[4][5]

Mossack received a bachelor's degree in Law from Universidad Católica Santa María La Antigua in 1973.[2][6]

In 1975, Mossack worked as a lawyer in London before returning to Panama to start a firm in 1977. Mossack’s practice only became Mossack Fonseca in 1986, when it merged with the tiny firm run by Ramón Fonseca Mora, a Panamanian novelist, lawyer, and politician.[2][4]

Mossack served on Conarex, Panama’s council on foreign relations, from 2009 to 2014.[2]

In April 2016, leaked documents from the company's private archive, dubbed the "Panama Papers", revealed detailed information on more than 214,000 offshore companies, including the identities of shareholders and directors. Mossack is a member of IBA[specify] ; STEP;[specify] Panama Bar Association; International Maritime Association; and the Maritime National Association.[6]

Mossack’s holdings, according to the files obtained by ICIJ, include a teak plantation and other real estate, an executive helicopter, a yacht named Rex Maris and a collection of gold coins.[2]

Mossack has two daughters, Andrea and Nicole, who have been covered in the Panamanian press since at least 2003 for showjumping.[7][8]

Mossack is a member of the prestigious Club Union, where his daughter Nicole made her debut in 2008.[9] She is married to Tomás Altamirano[10]

Bissell—Gottlieb proposed spraying Fidel Castro's television studio with LSD and saturating Castro's shoes with thallium to make his beard fall out. Gottlieb also hatched schemes to assassinate Castro, including the use of a poisoned cigar, a poisoned wetsuit, an exploding conch shell, and a poisonous fountain pen.[citation needed]

Gottlieb also played a role in the CIA's attempt to assassinate Prime Minister Patrice Lumumba of the Congo; he took a vial of poison to the Congo with plans to place it on Lumumba's toothbrush in the summer of 1960.[3][4] He transported these "toxic biological materials" to Larry Devlin, the CIA station chief in the Congo, although Devlin declined the assignment and a military coup soon deposed Lumumba by other means.[5] Gottlieb also wanted Iraq's General Abdul Karim Qassim's handkerchief to be contaminated with botulinum.[citation needed]...

Reagan administration, CIA complicit in DEA agent’s murder, say former insiders

Two former U.S. Drug Enforcement Administration agents and a former U.S. Central Intelligence Agency contract pilot are claiming that the Reagan Administration was complicit in the 1985 murder of DEA agent Enrique “Kiki” Camarena at the hands of Mexican drug lord Rafael Caro Quintero.

The administration’s alleged effort to cover up a U.S. government relationship with the Mexican drug lord to provide for the arming and the training of Nicaraguan Contra rebels, at a time when official assistance to the Contras was banned by the congressional Boland Amendment, led to Camarena’s kidnap, torture and murder, according to Phil Jordon, former head of the DEA’s El Paso office, Hector Berrellez, the DEA’s lead investigator into Camarena’s kidnapping, torture and murder, and CIA contract pilot Robert “Tosh” Plumlee.

“We’re not saying the CIA murdered Kiki Camarena,” Jordan said. But the “consensual relationship between the Godfathers of Mexico and the CIA that included drug trafficking” contributed to Camarena’s death, he added.

“I don’t have a problem with the CIA conducting covert operations to protect the national security of our country or our allies, but not to engage in criminal activity that leads to the murder of one our agents,” Jordan said.

Camarena had discovered the arms-for-drugs operation run on behalf of the Contras, aided by U.S. officials in the National Security Council and the CIA, and threatened to blow the whistle on the covert operation, Jordan alleged.

Berrellez said two witnesses identified, from a photo lineup, two or three Cuban CIA operatives who participated in Camarena’s interrogation...
