So here it is…This really happened.

On the evening of January 22, 1963 ten American men are on a night out on the town in Mexico City's Zona Rosa, wearing black suits and black skinny ties, smoking and drinking around a ringside table with a white table cloth. At some point, the men look up, then break into a drunken chorus of "Cheese!"

A shutter snaps. A flash-gun goes off. A nightclub photographer advances his camera.

Most of the men wear loopy grins. Most of the other tables are empty. Maybe its almost closing time, maybe on the kind of night which began much earlier at a restaurant whose name no one remembers. The moment—even as it happened—probably meant nothing to anyone there.

Almost 40 years later that had changed, because the picture freezes an important moment in time, and is the only extant photograph of the CIA’s super-secret assassination squad known as “Operation Forty."

And look who was there: Yale graduate Porter Goss, who will one day become Director of the CIA during the middle years of George W. Bush's administration, sitting beside Barry Seal, whose cocaine fueled the go-go 80's, and who Federal prosecutors called ‘America's biggest drug smuggler.’

Its a picture that changes your worldview. It has historic significance. A young Porter Goss, in a photograph of Cuban exiles, Italian wise guys, and square-jawed military and intel types who look exactly like you'd expect a secret CIA assassination team to look. ..

...Rizzo was hired at the CIA in 1976, just after the Church Committee released its report on the assassination of foreign leaders. By 1979, Rizzo became the staff lawyer for the Directorate of Operations, the CIA's clandestine branch.[5] He served as the liaison between the CIA and the congressional investigators studying the Iran-Contra affair in the 1980s.[7] Rizzo became Acting General Counsel of the CIA in November 2001, a position that was traditionally filled by someone from outside the agency.[8]...

...The Joint Personnel Recovery Agency, which ran the U.S. military's SERE program to train U.S. personnel to resist harsh interrogation methods, issued a memo with an attachment written to the General Counsel of the Department of Defense in July 2002.[15] The memo, which was passed on from the Pentagon to Rizzo, referred to the use of extreme duress on detainees as "torture" and warned that it would produce "unreliable information."[16]

Rizzo sent a request to the Department of Justice's Office of Legal Counsel for an opinion as to whether certain interrogation techniques would violate the prohibition against torture. The OLC issued a memo signed by Jay S. Bybeeto Rizzo on August 1, 2002; this was the first of what became known as the Torture Memos, in which Justice authorized specific techniques to be used in interrogations.[17] It approved 10 techniques, including waterboarding.[14] Rizzo concurred on the legality of these techniques and saw to it that they were implemented by the CIA.[18]

Rizzo traveled with David Addington, the Vice President's chief of staff; William Haynes, General Counsel of the Department of Defense; and Michael Chertoff, then the head of the Criminal Division of the Department of Justice, to consult with officers at the Guantanamo Bay detention camp in late September 2002. One week later, a CIA lawyer told personnel with the military intelligence interrogation team at Guantanamo that, "if the detainee dies, you're doing it wrong."[19]...

...In early 2005, White House Counsel Harriet Miers told Rizzo not to destroy the tapes without checking with the White House first.[29] Jose A. Rodriguez Jr., the chief of the Directorate of Operations, sent a cable to the CIA's Bangkok station ordering the destruction of the tapes on November 8, 2005.[29][30] Rodriguez informed Goss and Rizzo of the destruction on November 10.[29]...

...Rizzo signed off on all CIA directed drone strikes from the start of the program soon after September 11, 2001 until his retirement in October 2009.[3] He claims to have seen one "request for approval for targeting for lethal operation" per month and that roughly 30 individuals were targeted at any given time.[6]

In July 2011, the human rights group Reprieve and Pakistani lawyers called for the prosecution of Rizzo in Pakistan for murder for approving drone attacks that killed hundreds of people.[31][32][33][34] In April 2015, the Islamabad High Court ordered police to open a criminal case against Rizzo and former CIA Islamabad Station Chief Jonathan Bank for murder, conspiracy, terrorism and waging war against Pakistan.[35]...

The CIA in Kuwait: Parallels to a 9/11 Suspect

As discussed in my book, Another Nineteen, there are good reasons to believe that some 9/11 suspects were involved in previous deep state operations. For example, evidence suggests that Stratesec manager Barry McDaniel and Carlyle Group director Frank Carlucci might have participated in the Iran-Contra crimes. There are also interesting links between several 9/11 suspects and Ted Shackley, a leader of the “CIA within the CIA.” Shackley was close friends with Frank Carlucci and had a long, close relationship with Richard Armitage, whose State department provided express visas to the alleged hijackers. Additionally, Porter Goss, who led the initial cover-up of the 9/11 crimes, had worked with Shackley in several CIA operations.

Perhaps the most interesting historical link between Shackley and 9/11 is that Shackley’s activities in Kuwait paralleled those of Wirt Walker, the KuwAm Corporation director. KuwAm was the parent company of Stratesec, the security company for several 9/11 facilities. As I’ve written before, these companies appeared to be part of a private intelligence network.

Shackley had a long career in covert CIA operations and was the agency’s Associate Deputy Director of Operations from 1976 to 1977. Described by former CIA Director Richard Helms as “a quadruple threat – Drugs, Arms, Money and Murder,” Shackley was a central character in many off-the-books operations. He was a leader of the CIA’s anti-Castro plan Operation Mongoose, its secret war in Laos, and the overthrow of Salvadore Allende in Chile.

The 9/11 Joint Congressional Inquiry and 28 Missing Pages

When the report of Joint Congressional Inquiry into 9/11 was released in December 2002, it was met with considerable skepticism. That skepticism grew for a period of time but then was reduced to speculation about what was contained in the 28 pages that had been redacted by the Bush White House. Various U.S. government leaders have since suggested that the missing 28 pages point to Saudi Arabia’s complicity in the 9/11 crimes. However such musings fail to discuss other important issues, like the links between the Saudi regime and the Western deep state, or the fact that, from the start, even the Saudis were calling for the 28 pages to be released. Discussion of the missing 28 pages also omits mention of the highly suspicious nature of the Inquiry’s investigation and its leaders.

The leaders of the 9/11 Joint Congressional Inquiry were Congressman Porter Goss and Senator Bob Graham, who headed-up the House and Senate intelligence committees at the time. Due to Goss and Graham’s activities before 9/11 and on that day, as well as their representation of the state of Florida, their leadership of the Inquiry presented a remarkable number of questions.

For example, Goss and Graham were meeting with Pakistani ISI General Mahmud Ahmedjust as the first plane struck the World Trade Center. The Ahmed meeting is interesting due to the Pakistani ISI’s history with the CIA in arming the “Afghan Arabs” from which al Qaeda evolved. The ISI had also been intimately linked with the terrorist network previously run by the CIA’s partner—the Bank of Credit and Commerce International (BCCI). Added to these coincidences was the fact that Goss and Graham had just returned from a trip to Pakistan in which they had specifically discussed Osama bin Laden, who was a topic of discussion at their 9/11 breakfast meeting as well.

It seems to be an unusual coincidence that the leader of the Pakistani ISI would be present as al Qaeda’s historic attack was taking place. Ahmed’s meeting with Goss and Graham is also notable in light of Goss’ history as a veteran CIA operative, a member of a secret assassination squad, and someone who was trained to recruit and run foreign operatives. It is also remarkable that Goss’ home district was the primary base for several of the alleged 9/11 hijackers...
