Wiki: Continuity of government
Continuity of government (COG) is the principle of establishing defined procedures that allow a government to continue its essential operations in case of nuclear war or other catastrophic event.
COG was developed by the British government before and during World War II to counter the threat of Luftwaffe bombing during the Battle of Britain. The need for continuity-of-government plans gained new urgency with nuclear proliferation.
Countries during the Cold War and afterwards developed such plans to avoid (or minimize) confusion and disorder due to a power vacuum in the aftermath of a nuclear attack.
In the US at least, COG is no longer limited to nuclear emergencies; the Continuity of Operations Plan was activated following the September 11 attacks...

Nuremberg: A Fair Trial? A Dangerous Precedent
This sharp division of opinion has not been fully aired largely because it relates to an issue of foreign policy upon which this nation has already acted and on which debate may seem useless or, worse, merely to impair this country's prestige and power abroad. Moreover, to the casual newspaper reader the long-range implications of the trial are not obvious. He sees most clearly that there are in the dock a score of widely known men who plainly deserve punishment. And he is pleased to note that four victorious nations, who have not been unanimous on all post-war questions, have, by a miracle of administrative skill, united in a proceeding that is overcoming the obstacles of varied languages, professional habits, and legal traditions. But the more profound observer is aware that the foundations of the Nuremberg trial may mark a watershed of modern law.
Before I come to the discussion of the legal and political questions involved, let me make it clear that nothing I may say about the Nuremberg trial should be construed as a suggestion that the individual Nuremberg defendants or others who have done grievous wrongs should be set at liberty. In my opinion there are valid reasons why several thousand Germans, including many defendants at Nuremberg, should either by death or by imprisonment be permanently removed from civilized society. If prevention, deterrence, retribution, nay even vengeance, are ever adequate motives for punitive action, then punitive action is justified against a substantial number of Germans. But the question is: Upon what theory may that action properly be taken?
The starting point is the indictment of October 18, 1945, charging some twenty individuals and various organizations, in four counts, with conspiracy, crimes against peace, war crimes, and crimes against humanity. New Book 'Operation Paperclip' Shows Nazi Scientists Worked For CIA During Cold War
The United States recruited Nazi scientists after the end of World War II and put them to work on secret military and intelligence programs during the Cold War -- that is the astonishing topic of a new book published this week.
In "Operation Paperclip: The Secret Intelligence Program that Brought Nazi Scientists to America," journalist Annie Jacobsen documents how the Joint Chiefs of Staff brought more than 1,600 German scientists to work for the U.S. after 1945.
The book describes the roles of 21 Nazi scientists who were part of Operation Paperclip, drawing on declassified intelligence and historical records to detail their startling role in America's Cold War effort. According to Jacobson, the scientists had helped Adolf Hitler to develop weapons such as sarin gas and weaponized bubonic plague, and several had even stood trial for war crimes...

Japanese WWII Torture Document Eerily Reminiscent of US Torture Program
The following is taken from a 63 year old book published in the early days of the Cold War. Titled Materials on the Trial of Former Serviceman of the Japanese Army Charged with Manufacturing and Employing Bacteriological Weapons(Foreign Languages Publishing House, Moscow, 1950), the book contains trial summaries and testimony from the Khabarovsk war crimes trial in December 1949.
Derided as just another Stalinist show trial at the time, historians have since confirmed the evidence regarding the crimes prosecuted, including deadly biological experiments on prisoners by special units of the Japanese Imperial Army, the most famous of which was Unit 731.
The selection below is one of the exhibits contained in the book, collected in a section labeled “Documentary Evidence.” The book itself has been out of print for decades, and is generally unavailable, except via some few libraries and antiquarian bookstores. The selection included here is on the Japanese Army use of torture. The reader will notice that the Japanese Army demonstrated many of the same techniques and concerns the U.S. showed when it was implementing its own torture program under the CIA and the Department of Defense...
