Investigation launched into Deloitte's handling of Serco's accounts following criminal tagging scandal

The Financial Reporting Council (FRC) has launched an investigation into the way accountancy firm Deloitte handled accounts for Serco, after the Serious Fraud Office (SFO) passed on papers linked to failed criminal tagging contracts.

The FRC said this morning that it has begun an investigation into the “preparation, approval and audit” of Serco’s financial statements over a two-year period, from January 1, 2011 to December 31, 2012.

“This decision follows information received from the Serious Fraud Office which is conducting an investigation into Serco’s electronic monitoring contracts in respect of England and Wales,” the FRC said.

Details of problems with Serco’s handling of a Government contract to fit offenders with electronic monitoring tags emerged in 2013, amid allegations of overcharging.

The outsourcer, along with rival firm G4S, was allegedly found to have been billing the Government for tagging prisoners who were either dead or in jail...

The purported details of Darren Rainey’s last hour are difficult to read.

“I can’t take it no more, I’m sorry. I won’t do it again,’’ he screamed over and over, according to a grievance complaint from a fellow inmate, as Rainey was allegedly locked in a shower with the scalding water turned on full blast.

A 50-year-old mentally ill inmate at the Dade Correctional Institution, Rainey was pulled into the locked shower by prison guards as punishment after defecating in his cell and refusing to clean it up, said the fellow inmate, who worked as an orderly. He was left there unattended for more than an hour as the narrow chamber filled with steam and water.

When guards finally checked on prisoner 060954, he was on his back and dead. His skin was so burned that it had shriveled from his body, a condition referred to as slippage, according to a medical document involving the death.

But nearly two years after Rainey’s death on June 23, 2012, the Miami-Dade medical examiner has yet to complete an autopsy and Miami-Dade police have not charged anyone. The Florida Department of Corrections halted its probe into the matter, saying it could be restarted if the autopsy and police investigation unearth new information...

Imprisoned CIA Whistleblower John Kiriakou Threatened with ‘Diesel Therapy,’ Suffers Shakedowns for Talking to Press

The federal correctional institution of Loretto, Pennsylvania, where former CIA officer John Kiriakou is serving a thirty-month jail sentence, appears to be scrambling to find any way they can to stop him from sending letters from prison. He has written another letter that details what seem to be clear acts of retaliation.

Since August of last year, Firedoglake has been publishing “Letters from Loretto,” by Kiriakou, an imprisoned whistleblower who was the first member of the CIA to publicly acknowledge that torture was official US policy under the George W. Bush administration. He was convicted in October 2012 after he pled guilty to violating the Intelligence Identities Protection Act (IIPA) when he provided the name of an officer involved in the CIA’s Rendition, Detention and Interrogation (RDI) program to a reporter. He was sentenced in January 2013, and reported to prison on February 28, 2013.

Firedoglake has been publishing Kiriakou’s “Letters from Loretto” since the summer of last year. In fact, the Bureau of Prisons (BOP) considers copies of Kiriakou’s letters to be a danger to the Loretto prison: a threat to the “security, good order or discipline of the institution” or “to the protection of the public” or a document that “might facilitate criminal activity.”...
